Phil Nankervis founded HRD Integrated Services in July 2005, with the vision of delivering comprehensive rail training and consulting services to the industry. This year, HRD proudly celebrates its 20th year of training, marking two decades of dedication to enhancing skills and fostering excellence within the rail sector.

Director, HRD Integrated Services and Rail Signalling and Rail HV Specialist

After working as a rail signal maintainer in Australia and overseas, Phil then spent three years with the Victorian Public Transport Corporation, where he delivered rail signalling training to apprentices.

Moreover, Phil has both local and international experience managing rail signalling training projects in Australia, Indonesia, Malaysia, and Singapore. Additionally, he managed electronic security systems training projects across Australia, New Zealand, Hong Kong, and the United States.

Furthermore, Phil supports the rail signalling sector by volunteering his time toward improving signalling training infrastructure at the Rail Academy - Newport. He also contributes his expertise to maintaining rail signalling qualifications.

Erin Dober

Senior RTO Administration Manager

A key behind-the-scenes administrator, Erin contributes to HRD by meeting all facets of client needs. She ensures that participants’ learning and assessment experiences are responsive and well-supported.

Planning, project and administrative support, and client communication demand a cool head, attention to detail, and sound problem-solving skills. Erin’s project support role is vital to the seamless interaction between HRD trainers, RTO operations and administration, and our learners and industry clients.

HRD is active in its commitment to rail signalling and infrastructure.

Regular interaction with Public Transport Victoria and our clients ensures that HRD stays abreast of policy developments and industry needs.

Our staff regularly contact rail franchise-holders, service providers, and construction contractors.

HRD clients include Queensland Rail, ARTC, MetroTrains Melbourne, V/Line, WA Public Transport Authority, John Holland Group, MW Engineers, Mitchco, UGL, and more.

Additionally, HRD actively supports and uses the Rail Skills Centre Victoria (RSCV). We have been vocal proponents of the RSCV as the key training center for all rail users in Victoria. HRD will continue its advocacy for the ongoing development and resourcing of the RSCV.

Because there are so many safety-critical elements in rail signalling, there’s no room for cutting corners. The industry endorses HRD as reliable and credible because we know the field and strive to get the best out of each learner.

Classroom learning is supported by extensive workplace practice. HRD assessments emphasize technical competence, safety, and accountability.

The continuing evolution of rail signalling technology demands that HRD remains current with developments. We ensure our training is responsive to industry needs and relevant to emerging trends in train movement management.

Strategic VET Role

It's vital that rail signalling courses and qualifications remain relevant and meaningful for the rail and signalling sector.

There aren't many dedicated rail Registered Training Organisations, especially those with deep experience and a commitment to high-quality training and robust assessment.

HRD is recognized as an authoritative voice on nationally recognized rail signalling qualifications.

Phil Nankervis actively contributes as a member of the Rail Signalling Technical Advisory Committee of the Industry Skills Council, which is responsible for rail signalling qualifications.

Additionally, Phil was involved in developing the UEE41223 Certificate IV in Rail Signalling and a draft Diploma qualification.

His respected input enhances HRD's strategic VET role and ensures ongoing involvement in rail's VET connection.
